The
orgin of the Village of the Falls of Lake Ngao
An
equatorial Lake of the Jungles of Schendi, the Ua River enters its
eastern extremity, connecting this Lake to Lake Shaba in the NE
corner of the rainforest. 'The Falls of Bila Haruma', named
for the famed explorer of this region, lies 100 pasangs to the
east. The villages of Unkungu are located on the NE shore.

is the central village of the Unkungu region.

The
following laws and legal principles are common in Gor. Please be
aware of these laws, as ingnorance of the law is not a defense.
Punishments can be harsh, even fatal. Even the Ubar is subject to
his own laws. These laws are subject to change at the decree of
the Ubar.
1. There are two court systems in the city, the
Falls by Lake Ngao and that of the Initiates. The areas of
jurisdiction are sometimes vague, though the Initiates claim
supreme authority in all matters. For practical purposes, the
Initiates do not get involved unless the crime affects them in
some way. The Village Court is located in the Cylinder of Justice.
The court of the Initiates is held in the High Temple of
Lake Ngao.
2. In any proceedings, the testimony of slaves
may be taken by torture. This is solely in the discretion of
the Courts.
3. The laws of the Village extend no further
then the walls of the Village. Once you step outside of the
Village, the Village can no longer protect you.
4. Theft of
the Home Stone is punishable by extreme torture followed by death
within boiling oil, impalement, or disembowlment by tarn.
5.
Every citizen of the Falls by Lake Ngao must pledge in blood to
the Home Stone.
6. Entering the Village without permission
is punishable by impalement.
7. Assassins bearing the mark
of the black dagger on their forehead are permitted entrance into
the Village without interference.
8. Any and all, visitors
to Ngao will be brought into the city blindfolded and hooded.
9.
Thievery is illegal and harshly punished. The first offense is
punished by an ear notching. For the second offense, the
punishment will depend on the sex of the offender: males are
punished by the loss of their left hand and both feet; females are
punished by enslavement.
10. Forgery of the Village Seal on
any other city/village products is punishable by confiscation of
the goods and imprisonment of the forger.
11. Robes of
concealment and veils are required by law for Free Women. They are
required by custom.
12. In the eyes of Gorean Laws, slaves
are animals.
13. If a Master dies, his slave passes to his
heirs or if he has no heirs, then to the City.
14.
Active possession of a slave is regarded as crucial by the law. If
a lost, stolen, or runaway slave is taken by another Master, the
original Master has only one hand to regain his property before it
legally passes to the new Master. The slave remains the property
of the original Master only for that one week if he does not
regain possession.
15. If a Free Woman submits to be a
slave to a specific man, and that man refuses the offer, she still
becomes a slave, subject to capture by the first person to collar
her.
16. White silk slaves are considered virgins they may
not lap or fur and may not be touched, they are NOT permitted
outside of the City boundaries unless accompanied by a Free
Person. Yellow and red silk slaves may travel to specified
Cities without escort only with permission of their Owner or a
Free. They travel at their own risk, knowing that they run
the risk of capture and death.
17. It is a capital offence
for slaves to wield weapons.
18. The offspring of a slave
is a slave and belongs to the mother's Master, no matter who
fathered the child.
19. A slave, on threat of torture and
impalement, must endure whatever abuse a Free Person cares to
inflict on him/her.
20. If a slave strikes a Free Person,
the penalty is death by impalement, preceded by lengthy
torture.
21. Freed slaves require explicit papers of
manumission or they may be enslaved again without
repercussion.
22. When a slave is collared, it cancels
their past. They begin a new life as a slave and may not be held
accountable for any crimes that occurred while they were
free.
23. The penalty for selling a slave that is not your
own, without the owner's permission is: for a man, exile; for a
woman, slavery.
24. It is illegal to offer an unbranded
slave in a public sale.
25. It is a felony to forge or
falsify papers on any slave.
26. Any Free Person can
discipline an insolent or errant slave.
27. A Free can not
own more then one Village slave unless granted permission by the
Ubar.
28. If an Owner is to be gone for more then 7 days,
He/She must have His/Her slave put under protection of a Village
Warrior.
29. When Leaving the Home a member MUST state what
they are taking with them. Otherwise it is abandonded.
30.
Free Women are expected to act appropriately in this Home.
If they are deemed to have been acting as such they are subject to
facestripping. If a facestripping is deemed appropriate she
will be a slave. If it is not the One that facestripped will
be banished from the Home.
31. Any incident
involving an intervention of the Ubar most have supporting
documents attached. Whispers are not considered as have
happening as they are hearsay with regrard to legal
matters.
32.All slaves will be required to pass tests as
determined by the fg (authorized by the Ubar) or training girl to
measure their silk status. Slaves new to Gor will be labelled as
beginner slaves (black silk - bs).
Slave Laws
1.
Slaves are not allowed to build anything in Falls by Lake
Ngao.
2. It is illegal for slaves to touch or handle legal
documents.
3. The touching of money, unless in an
authorized situation, is prohibited to slaves.
4. No slave
may touch a weapon. the penalty for touching a steel is DEATH.

For a slave to runaway from her owner is a serious offense. For
the first offense, the penalty is commonly a severe beating. But
she is only allowed that single mistake. The penalty for a second
offense is usually a cut ham stringing.
6. Slaves may not
own anything, including a name. Even though they may use goods,
they do not own them.
7. Slaves are considered property, on
the same level as animals. Their owner may do anything they wish
to them without repercussion. An owner can even kill his own slave
with impunity.
8. If you cannot contribute to the
conversation in the room, you are to ask to cup. If you are
going to be cupped longer than 30 minutes, you need to tell the fg
or training girl the reason why.
9. No furring in
whisper...If a Master asks you to fur, He must pay the fur price
to the Ubar, then you must cup and go to the alcoves.
10.
All slaves are to offer serve. When all are served, do their
chores. This includes personal slaves. They are to be
making themselves available to all. Lazy slaves will be
whipped and be reduced in silk status.
11. No
travelling without permission of Ubar or Free of FLN, for FLN
slaves. Travel is allowed only to cities that are approved.
